This initiative builds on the results of a 2024 national laboratory assessment conducted by IQLS, which revealed key challenges across the laboratory sector in Madagascar.
The project aims to address these gaps through targeted interventions in quality management, biosafety and biosecurity, equipment maintenance and calibration, and laboratory networking and transport systems. It involves five key institutions:
• Laboratoire d’Analyses Médicales Malagasy Central (LA2M Central)
• Laboratoire National de Diagnostic Vétérinaire (LNDV)
• Centre National d’Application de Recherche Pharmaceutique (CNARP)
• Institut Malgache des Vaccins Vétérinaires (IMVAVET)
• Centre National de Recherche sur l’Environnement (CNRE)


Over a 12-month implementation period, IQLS is supporting these laboratories to develop and implement Quality Management Systems (QMS) aligned with ISO 15189 and ISO 17025, and prepare for future accreditation. IQLS is also assisting national authorities in the development of a national quality policy and biosafety framework, including a National Guide for Laboratory Biosafety and Biosecurity and a National Guide for Equipment Maintenance and Calibration.
A dedicated unit for calibration and verification of laboratory equipment is being established, with staff trained to ensure measurement accuracy and equipment reliability. The project also supports the design of an integrated specimen transport system, encompassing human, animal, and environmental samples, and the development of related One Health sampling and transport guides.


Capacity building is a central component of the project. Through mentoring, workshops, and targeted training sessions, IQLS is strengthening the skills of laboratory professionals, engineers, and biosafety officers to ensure long-term sustainability and national ownership of quality and safety practices.
To foster coordination and governance, IQLS works closely with the One Health platform and the National Technical Working Group on Quality and Biosafety, ensuring multi-sectoral collaboration among the Ministries of Health, Agriculture, Higher Education, and Environment.
